The Competition Appeal Tribunal (the Tribunal) is a world-renowned specialist judicial body whose function is to hear and decide cases involving competition or economic regulatory issues. The work of the Tribunal covers appeals from decisions taken by the Competition and Markets Authority and other economic regulators, such as Ofcom, as well as private litigation. Cases are large, complex in nature and often raise novel issues of great importance to businesses and sectors of the economy.
The Tribunal was established by the Enterprise Act 2002 (2002 Act) which also set up a management body for the Tribunal called the Competition Service (CS). Although created as separate entities and treated as such for accounting purposes, in practical terms the Tribunal and the CS constitute a single organisation. Through the CS, the Tribunal effectively administers itself and a single body of staff deploys the same set of resources in multitasking the casework of the Tribunal and necessary support functions.
The Tribunal/CS is now looking for a new Director of Operations to lead the Tribunal/CS’s strategy and activity for all operational services. Reporting to the Registrar, the Director of Operations will lead a small team of experienced professionals and will have oversight of a range of functions including finance, human resources, IT and governance. As well as working very closely with the Registrar of the Tribunal, the postholder will also have to liaise with the Chairmen and members of the Tribunal, government departments and agencies, and all suppliers of services to the Tribunal/CS.
Candidates will bring operational experience of running corporate services, such as human resources, finance, and IT. They will have experience of corporate governance, with an understanding of management and governance arrangements. They will have a strong track record of managing and leading a team as well as demonstrable experience of influencing and working with senior colleagues. Strategically minded, candidates will be adept at communicating effectively and building strong relationships both inside and outside the organisation.
