The Met is embarking on an exciting new strategy called Met Direction.  As an organisation the Met wants to develop its internal capabilities.  It wants to ensure that it’s people are well led, well-equipped, and well supported, championing difference and diversity of thought to create an environment where everyone thrives.   We can only deliver this strategy and our mission through the quality and engagement of our people.

The Metropolitan Police Service is the UK’s largest police service with 25% of the total police budget for England and Wales. It is the territorial police force responsible for law enforcement in Greater London and the coordination of significant national responsibilities such as Counter Terrorism. With more than 43,000 full-time officers and staff, the organisation is divided into four business units – Frontline Policing, Met Operations, Specialist Operations and Professionalism.  It is supported by Corporate Services such as HR, Transformation, Commercial and Finance, Legal, Media and Communications, Strategy & Governance and Digital Policing.

By 2020 all police forces will be professionalising entry routes into the police service.  This means introducing the new Policing Education Qualifications Framework (PEQF) which will require all new police constable recruits to have either a degree on entry or to work towards a police constable degree apprenticeship as part of their training.   This is a significant transformation for the Met and we can’t undertake it alone so we are currently procuring a strategic partner to help us deliver future training for over 2000 new police recruits per annum.

The Head of Education is a new role, created to establish and manage this new training provision.  It is a strategically important role combing strategy, expert knowledge, policy and delivery.    The post holder will need a track record of delivering learning programmes, preferably including apprenticeships, at scale.   S/he will have worked in or with the academic sector and as such will be able to develop and grow commercial partnerships on all aspects of the Higher Education market.

S/he will be a dynamic and visionary leader, someone who is able to mobilise a significant change programme that is market forming and unique in its scale and ambition.  They will manage all aspects of the new commercial partnership as well as leading 12 local training units across London where on the job training, coaching and assessment will be delivered. The successful candidate will be an excellent team player, someone who can build relationships internally and externally quickly and who will bring a blend of skills including stakeholder engagement, technical academic ability, contract management and commercial acumen.
