Remuneration: £71,198 – £75,084 (plus a London allowance of £3,496 where relevant)

The Office for Students (OfS) is the independent regulator of higher education in England, whose aim is to ensure that every student, whatever their background, has a fulfilling experience of higher education that enriches their lives and careers. It does so by regulating the higher education providers on its register to make sure they are delivering positive outcomes for their students and value for money; where they are not, it takes action.

The Compliance and Student Protection directorate has strategic and operational responsibility for developing and implementing the OfS’s regulatory framework.  The purpose of the Compliance and Student Protection Manager role is to lead one of our core regulatory teams (CRT). These teams assess intelligence, identify risks, intervene in the interests of students and incentivise all providers to meet our regulatory requirements. CRTs help deliver the ‘enabling regulation’ area of our strategy. This work underpins the entirety of the OfS’s strategy and provides the foundation for our ambitions on quality and standards and equality of opportunity.

We currently have three posts available. In addition to leadership of a core regulatory team, two of the posts (Head of Quality Monitoring and Head of Quality and Standards) will have responsibilities that relate to monitoring and implementing the OfS’s conditions for quality and standards. The third postholder (the Head of Regulatory Intelligence) will have responsibilities related to additional information – gathered from higher education providers and other sources – that will enable teams across the OfS to regulate effectively.

Candidates will have experience leading and managing a team in a complex environment, have experience implementing a systems approach to service design and delivery, and have an understanding of the legal and political context for the OfS’s work.  They will be strategic thinkers who work comfortably with high levels of complexity and ambiguity, and will have a clear, authoritative communication style.  Experience of overseeing compliance and/or quality assurance monitoring and operations would be helpful, as would experience of leading investigations or similar activities, and of case-work in a regulatory or related setting.
